Advancement in internet of things and proliferation in the use of smart devices have raised concerns about the data privacy of online users. This study predicts the consequences of perceived data privacy risks on consumer behaviours in Lagos State, Nigeria using the integrated Entropy-Technique for Order Preference by Similarity to Ideal Solution. We employed Entropy to assign weights to each criterion. Subsequently, responses were systematically ranked to arrive at an inference using TOPSIS. 84.8% agree that any perceived cyber security threat (...) or a breach in their data privacy would stop them from proceeding with the transaction or activity online, or the use of a digital product. Similarly,, agree it is critical that online businesses only ask for customer information that is relevant to the use of the product or service. Thus, the findings indicate that the privacy paradox of enlightened online consumers tends to diminish when they are faced with perceived data privacy and cybersecurity risks. (shrink)

This work attempts to address some basic feasibility concerns in the global taxation policy proposal. In recent years, moral-political philosophizing has extensively advan-ced the idea of transnational justice through volumes of scholarly literature. In moving the discussions beyond an ideational level and projecting it onto a practical realm, mo-ral-political thinkers have proposed a global taxation policy, the proceeds of the imple-mentation of which are meant to cater for the global poor. This proposal is morally laudable, given that it would substantially (...) benefit the global needy. Nonetheless, the proposal raises some basic feasibility concerns, such as the moral and legal justifiability of the proposal; the nature of the object to be globally taxed and how it is to be globally taxed; the nature of the globalist institution to implement the proposal; the legitimacy challenge of the globalist institution, and the challenge of practical implementation of the proposal by the institution. If the proposal is to succeed, the critical issues ought to be constructively addressed. Given that institutionalism necessarily emerges in the fea-sibility concerns, an institutionalist approach is advanced in this work to constructively address them. (shrink)

This paper examines two claims about the ontology of globalisation. First, it interrogates the claim that the contemporary phenomenon of globalisation is underpinned by the theoretical construct of economic and information-epistemic determinism, which has been developmentally significant in the North. The paper contends that this claim is likely to propagate some values that ought not to undergird the end-state vision of the prospective global village if the PGV is to be essentially conjunctive rather than essentially disjunctive. Second, the paper contends (...) that if a cohesive and egalitarian PGV is truly the end-point of the philosophy of globalisation, then the African socio-cultural values of a relational understanding of the self and universal brotherhood ought to be globally recognised and emphasised by the North as fundamental to the realisation of the vision of the PGV. The paper seeks to illustrate that if properly applied to the globalising process, these cultural values are ontologically conjunctive in the sense that they have the potential to promote the building of a cohesive and egalitarian global village, since they tend to encourage acceptance and co-operation among the different peoples of the world. This African moral framework discusses distant poverty as human vulnerability. Contextually, if vulnerability means human frailty, relative to some opposing facts of life, and that poverty makes the human person frail, relative to some largely unrealized/unrealizable desirables without assistance, then distant poverty as human vulnerability invariably connects, significantly, with poor dependency: poor people are vulnerable as dependent on the assisting other. Some fundamental questions arise: 1) What is the ontology of distant poverty as human vulnerability? 2) In what ways does (...) the idea of poverty as human vulnerability essentially and morally connect with the idea of dependency? 3) Is the issue of addressing the problem of distant poverty as human vulnerability a question of perfect or imperfect moral duty or both? 4) In what ways do the perfect or imperfect moral duty connect to positive and negative moral duties? 5) What moral framework best accommodates, all things considered, moral duties? Considering these questions, this work advances that African ethics as character ethics, fundamentally serves as a better moral framework, compared to the Western ethics that has dominated the debates on addressing the questions for years. Second, the political leadership in Nigeria for years has not really given genuine policy priority to, and, on this model, developed a credible framework that the citizenry (...) could buy into to sustainably address the causes and the consequences of the environmental deficit. Third, given the foregoing, this work suggests a re-thinking/re-discussion of approach to the environmental deficit. Drawing on and integrating some relevant ideas, values, and virtues in African metaphysics, epistemology, and ethics, the article develops a framework, prescribing how the democratic leadership and the citizenry ought to act in sustainably addressing the environmental deficit. Beyond the philosophic foundations, the framework is also teleologically political: (i) it emphasizes that the moral legitimacy of democratic leadership in Nigeria partly derives from its commitment to the good of the built and the natural environment, and (ii) it also stresses that the citizenry could only be good moral agents, as eco-citizens, if they develop the virtues of environmental responsibility and responsiveness, by theoretically and practically supporting the good of the built and the natural environment. The research methods of critical analysis of empirical data and reflective argumentation are adopted to pursue the goals of the work. (shrink)

The paper adopts philosophical research methodologies of conceptual clarification, critical analysis, and extensive argumentation. It attempts to jointly employ African metaphysical and epistemological grounds to address the problem of finding appropriate justification for reparations for Africa on the issue of past slavery and slave trade. The paper states that the crux of the problem is how to formulate a coherent theoretical framework, which provides a strong connection between the direct victims of slavery and slave trade and their descendants in Africa, (...) on the basis of which the latter could justifiably claim for restitutive justice against the wrong done to the former. Western traditional accounts usually define reparations such that the concept only intelligibly applies to moral relations among contemporaries, not between the departed and the living. This reasoning, therefore, forecloses any moral relations between the departed and the living, making it morally unjustifiable for the latter to claim for restitutive justice on behalf of the former. However, this study re-thinks the concept of reparations, using two core areas of African philosophy. African metaphysics recognizes that an experiential being is ontologically connected to the other, that is, any other experiential being and spirits, inclusive of ancestors. This relationship also invariably closes the epistemological gap between the experiential and non-experiential worlds, making them a unity within African cosmology. Situated within the present study, the foregoing shows that the living could justifiably claim for restitutive justice on behalf of the departed, the direct victims of slavery and slave trade. BackgroundFew studies have examined factors associated with willingness of people living with HIV to participate in HIV treatment clinical trials in Sub-Saharan Africa. We assessed the factors associated with participation of PLHIV in HIV treatment clinical trials research at a large urban clinical and research facility in Uganda.MethodsA mixed methods study was conducted at the Infectious Diseases Institute, adult HIV clinic between July 2016 and January 2017. Data were collected using structured questionnaires, focused group discussions with respondents categorised as either (...) participated or never participated in clinical trials and key informant interviews with IDI staff. A generalized linear model with a logit link function was used for multivariate analyses while the qualitative data were summarized using a thematic approach.ResultsWe enrolled a total of 202 and analysed 151 participants, 77 of whom were male with mean age of 41 years. The majority 127 expressed willingness to participate in treatment clinical trials if given an opportunity. At bivariate analysis, willingness to participate was significantly associated with respondents’ perception of a satisfactory compensation package, special status accorded and belief that their health status would improve while on the clinical trial. At multivariate analysis, a satisfactory compensation package and special status accorded in clinical trials remained significant. The qualitative data analysis confirmed these findings as participants valued the privilege of jumping the clinic waiting queues and spending less time in clinic, the wide range of free tests offered to trial participants, unrestricted access to senior physicians and regular communication from study team. Additionally, free meals offered during clinic visits meant that participants were not in a hurry to go back home. Barriers to participation included the perception that new drugs were being tested on them, fear of side effects like treatment failure and the uncertainty about privacy of their data.ConclusionWe found overwhelming willingness to participate in HIV treatment clinical trials. This was largely extrinsically influenced by the perceived material and health-related benefits. Investigators should pay attention to participants’ concerns for benefits which may override the need to understand study procedures and risks. (shrink)

In this biographical essay, I survey the life and time of Sophie Abosede Olayemi Oluwole as a student, scholar and researcher in African philosophy. I show how she emerged as one of the first women to obtain a PhD and subsequently attained the rank of professor of African philosophy in Africa. I show that it was J.B. Danquah who first introduced her to African philosophy which was later to become the main focus of her research. I argue that in (...) the course of a research inAfrican philosophy spanning almost four decades, Oluwole gave the most incisive philosophical interpretation of the Yoruba Ifa Corpus which climaxed in her comparison of Greek Socrates and Yoruba Ò ̣rúnmìlà. Employing the method of conversational thinking, I will discuss Oluwole’s works in African philosophy and conclude by contending that due to her work on Ifa corpus, Oluwole can be credited with the discovery of what is now known and studied as ancient Yorubaphilosophy.
